Alright, so I've never made a layout before. I'm not that excellent with CSS and HTML, although I really ~do~ try. I manipulate layouts and such to get it the way I want it (tweak it), but I'm not sure I could ever make a layout.

It's not that coding is so difficult to follow. It really isn't. I just... I'm not sure. Maybe it's self-doubt.

Either way, I don't have photoshop, but I do have GIMP! Best photo-manipulator in my opinion. It's free, too, unlike photoshop, which can cost you hundreds.

What I'm getting at is that I don't think I could design photos interesting enough for layouts. I've only ever made character banners for this RPG I belong to.
